The European ATM Master Plan: Europe’s Roadmap Towards the Transformation of European Airspace

The SESAR JU is proud to be participating in Aerodays 2025, taking place from 7–9 May in Warsaw, Poland.

This is the first of two SESAR-JU led sessions at the event. This particular session will focus on the European ATM Master Plan.

As Europe strives to build a smarter and more sustainable air transport system, the transformation of its air traffic management (ATM) is a critical priority. This session will take a deep dive into the new European ATM Master Plan —the strategic blueprint guiding the evolution of ATM and airspace infrastructure across Europe.

Developed with all key aviation stakeholders and endorsed at the highest political level, the Master Plan defines the technological and operational changes needed to modernise European ATM in line with the EU’s broader goals on the Green Deal, Digital Europe, and the Single European Sky. It provides a common roadmap for aligning R&D, investment, and regulatory efforts across the aviation ecosystem.

The session will be opened by Andreas Boschen, Executive Director of the SESAR Joint Undertaking, who will set the context and provide an overview of the latest edition of the Master Plan, including its strategic priorities, implementation milestones, and links to broader EU policy objectives.

This will be followed by perspectives from across the aviation value chain:

  • Vincent De Vroey, Civil Aviation Director, ASD Europe (Aerospace and Defence Industries Association of Europe) will provide insights into how the manufacturing sector is aligning its innovation and product development with the Master Plan’s vision.
  • Jarosław Piełunowicz, Deputy CTO for Development, PANSA (Polish Air Navigation Services Agency) will offer the viewpoint of an air navigation service provider, reflecting on the operational opportunities and challenges of implementing the Master Plan at European national and regional levels.
  • Finally, Athanassios Tziolas, Head of Air Traffic Department, EASA (European Union Aviation Safety Agency) will outline the regulatory considerations that underpin the realisation of the Master Plan, addressing issues such as standardisation, certification, and safety assurance.

The session will conclude with a Q&A session, giving the audience an opportunity to engage directly with the speakers and explore the practical implications of this strategic roadmap.
