WP B Target Concept and Architecture Maintenance
The objective of the SESAR Development Phase is to further refine and validate the SESAR Target Concept produced in the SESAR Definition Phase. This will be done by the multinational partners of the SESAR Joint Undertaking in a highly complex and interactive work programme, as complex as the object of the study: the European Air Traffic Management System.
To make sure that the work, and especially its results, stays aligned with the performance goals and objectives of the whole programme, Work Package B was created. It also has to ensure that the work results do not fragment but deliver a comprehensive and consistent whole.
In order to do so WP B will develop and maintain the Target Concept along a stepwise process chain (see picture) while making use of state-of-the art Enterprise Architecture principles.

All sub-work packages of WP B represent steps in this overarching process, which will be re-iterated periodically, steering all specific work packages of the Operational, Systems, and SWIM Threads and integrating their results to a consistent architecture on a high level.
WP B will aim at:
- Providing a refined and consistent Target Concept and Architecture
- Analysing the performance of the Target Concept and Architecture
- Ensuring that the Target Concept will comply to the SESAR Performance Objectives
The Objectives of WP B are:
- to ensure that the Target Concept meets the performance requirements,
- to refine the high level ATM Target Concept (including CONOPS, System Architecture and Technology) up to the necessary level of maturity needed by the other WP in order to enable industrialisation,
- to populate the European ATM Enterprise architecture
- to maintain and update the concept of operations and high level logical architecture
- to ensure the consistency and stability of the ATM Target Concept
The objectives are followed continuously by executing the overall WP-B process.
DFS represented by P. Ahlers will lead the Work Package B

NATS represented by J. Guy will lead the Sub-Work Package B 4.1

SWP B.1 Consolidation & Coordination of ATM Target Concept
The objectives for this sub-work package are:
- Content coordination of B4.1, B4.2 and B4.3 – to ensure consistency with the European ATM Enterprise (ATM business model, operational concept, system & logical architecture and technology);
- Periodical synchronisation of deliverables releases, including the establishment of the approval process and traceability check of deliverable changes;
- Coordination and formulation “WP B” change requests necessary to the European ATM Master Plan resulting from progress and findings of the ATM Target Concept, System Architecture and Performance Framework. As result from a gap analysis identify changes, from the WPB perspective, necessary to the SJU R&D Programme
SWP B.4.1 Development & Maintenance of the ATM Performance and Business aspects of the European ATM Enterprise Architecture
The objectives for this project are to:
- Develop the ATM Business Model commensurate with the nature of the ATM Performance Partnership;
- Develop the Enterprise Operational Goals and the functions needed to achieve them;
- Develop the ATM Performance Framework and Targets commensurate with defining the ATM business services and the capabilities required of the underpinning operational processes and information systems.
- Define the nature and scope of the ATM Services (which are considered to be the “products” of the future System). This includes defining the business interface map between organisations, plus the capabilities required of the information systems which need to be associated with them.
- Deliver an ATM Enterprise view for SESAR that connects the performance framework, business model, operational improvements, services and technical architecture through its evolution steps towards a 2020 target.
SWP B.4.2 Update and maintenance of the development of the Concept of Operations (CONOPS) and associated ATM Services
The objectives for this project are to:
- Further detail, update and maintain the Concept of Operations for milestones (e.g. the ATM service levels), which will fulfil the expectations of the users of the ATM network being expressed by sets of performance targets through time.
- Develop and maintain a high level ATM process model describing the high level SESAR operational services following the service oriented model approach.
- Give guidance to the appropriate work packages the concept and services description knowledge as well as supporting the resolution of conflict concerning concept interpretation and integration with the CONOPS
- Develop and maintain the operational ROADMAP (operational transition path) from the starting point of SESAR operation Concept Storyboard Step1 through to Step3, ensuring the stepwise enhancement of the performance of the ATM system.
SWP B.4.3 Development of the high level (SOA) logical system architecture and the technical system architecture (SoS)
The objectives for this project are to:
- Update and refine the high level SESAR ATM system architecture (logical and technical) including identification of top level services to be provided by automation.
- Provide guidance for the system threads and ensure that thread activities are consistent with the content of the ATM target system architecture by giving specific context and top-down guidance to the lower level system and system wide information management activities.
SWP B.5 Performance Analysis of ATM Target Concept
The objectives for this sub-work package are to:
- Assess the overall performance benefits of ATM Target Concept (and associated ATM-Services) and analyse the results from performance assessments provided by SJU WBS Threads.
- Compare performance levels with performance targets and identify performance gaps for the defined milestones of the ATM target concept (and associated ATM Services).
- Report performance assessment results to B4 and recommend new activities or concept changes to fill identified gaps.
- Coordinate with WPC concerning performance issues at the ATM Master Plan level.
Has to be established in the Initiation Phase.
