WP leader:

The scope of the R&D Transversal Areas Work Package covers the improvements needed to adapt the Transversal Area (TA) (safety, security, environment, contingency (service continuity) and human performance) management system practices to SESAR as well as towards an integrated management system. WP16 also provides support and coordination for the consistent and coherent application of the already existing as well as newly developed TA-related practices to SESAR operational and system Work Packages.

WP 16 – TA R&D will contribute to the ATM Master Plan Achievement by delivering the R&D aiming to improve the current situation with new methods, tools, procedures, guidance and techniques adapted to the Flight Phase levels, in the areas of:

  • Safety Management and Safety Assessment: Consider the overall picture of ATM risks (including the human reliability) in relation to performance. Improve separation assurance, ATM system defences beyond the existing or near future safety nets;
  • Security Management: Develop the security management foundations for the development of SESAR (EC and ICAO legislation enhancements, ATM security standards & best practices); support the development of security management system;
  • Environment: Improve the understanding of and response to: the different environmentally sustainable impacts (environmental, social, and economic); emerging environmentally sustainable related imperatives and risks; support the definition of the SESAR Environment Management System (EMS) and all environmental impacts including emissions, noise and local air quality; establishment of an environmental validation framework;
  • Contingency: develop assessment methods to support the design/assessment and validation of "service continuity" modes of operations of the SESAR Concept of Operations;
  • Human Performance (HP) Management: further develop the HP Case framework to be applied to SESAR cluster of OIs; Recruitment, Training, Staffing and Competence implications to support the change of the roles and responsibilities of ATM actors; Social Factor and Change Management implications due to SESAR CONOPS are to be timely managed to overcome possible showstoppers to the full implementation.

WP16 - TA Support & Coordination Function will contribute to the ATM Master Plan Achievement by ensuring an integrated, consistent, systematic and timely management of TA issues through the integrated TA Management Systems (Safety, Security, Environment, HP) in order to ensure:

  • Compliance to TA-related EC Regulation and conformance to E-OCVM standard,
  • Production of high-level requirements and validation acceptance criteria for the implementation of cluster of OIs,
  • Contribution to stakeholder buy-in and reduction of resistance to change.

The objectives of WP16 are to:

  • TA R&D: Describe the activities, deliverables and dependencies between the Transversal Areas (Safety, Security, Environment, Human Performance (HP), Contingency) and the Operational Improvements (OI), and their needs for intrinsic improvements, so called Transversal Improvements (TI);
  • TA Support & Coordination Function (Safety, Security, Environment, HP): Ensure coordination & consistent approach of TA aspects and application of TA practices throughout SESAR Development Phase, including a contribution to validation acceptance for TA aspects,
    • Pro-actively provide SESAR projects with the best TA-related practices, guidelines, tools, methods, models and techniques (TA Reference Material) as well as coaching to support production of evidence on the acceptability of a cluster of OIs from a TA perspective,
    • Manage the overall SESAR Case per TA and TA assessment processes to identify and mitigate TA-related issues in projects.
