Following a request by the European Commission to address relevant EASA recommended actions in the June 2014 technical investigation report, the SESAR JU launched the VDL Mode 2 Measurement, Analysis and Simulation Campaign, more commonly known as the ELSA project.  

In true SESAR spirit, the ELSA project involved an unprecedented set of stakeholders who collectively carried out  a very significant number of flight recording campaigns, technical stress tests, simulations, data analysis and radio-frequency modelling. As a result of this collaboration, the project has been able to identify a number of key recommendations in 4 areas: ground network, avionics, standardisation & compliance and ATN/VDL2 Network implementation & oversight framework
